| Abstract: | การวิจัยมีวัตถุประสงค์ เพื่อพัฒนาศักยภาพความเข้มแข็งของชุมชนจังหวัดเชียงใหม่ ด้านสังคมและวัฒนธรรม ต่อการแบ่งปันและการปรับตัว ภายใต้กรอบประชาคมอาเซียน และเพื่อเสนอแนวทางในการเพิ่มขีดความสามารถของชุมชนจังหวัดเชียงใหม่ ด้านสังคมและวัฒนธรรม ภายใต้กรอบประชาคมอาเซียน โดยเป็นการวิจัยเชิงคุณภาพและสนับสนุนด้วยการวิเคราะห์เชิงปริมาณจากข้อมูลปฐมภูมิของชุมชนในจังหวัดเชียงใหม่ทั้งสิ้น 2,064 ชุมชน อาศัยวิธีการวิจัยแบบมีส่วนร่วม (PAR) วิเคราะห์ผลกระทบเชิงบวกและเชิงลบ ข้อเสนอแนะ และแนวทางเตรียมความพร้อมของชุมชนในด้านสังคมและวัฒนธรรม กรณีวิเคราะห์เชิงปริมาณจะอภิปรายผลด้วยสถิติอย่างง่าย ได้แก่ ค่าเฉลี่ย ค่าร้อยละ และค่าเบี่ยงเบนมาตรฐาน กรณีวิเคราะห์เชิงคุณภาพ จะใช้การวิเคราะห์เนื้อหา มาประมวลเพื่อยืนยันหรือเสริมข้อมูลเชิงปริมาณให้มีความสมบูรณ์ขึ้น ผลการวิจัยพบว่า วิธีการเตรียมความพร้อมในองค์กร (อปท.) ด้านสังคมและวัฒนธรรมของชุมชน เมื่อเปิดประชาคมอาเซียน มีทั้งหมด 14 ประเด็น สำหรับแนวทางรับมือการเตรียมความพร้อมในองค์กร (อปท.) ด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 5 ประเด็น ส่วนปัญหาและอุปสรรคในการดำเนินงานในองค์กร (อปท.) ด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 10 ประเด็น สำหรับแนวทางแก้ไขปัญหาและอุปสรรคในองค์กร (อปท.) ด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 9 ประเด็น เช่น อนุรักษ์วัฒนธรรมท้องถิ่น และจัดกิจกรรมกระตุ้นให้ประชาชนเข้ามามีส่วนร่วมมากขึ้น วิธีการเตรียมความพร้อมให้กับชุมชนด้านสังคมและวัฒนธรรมของชุมชน เมื่อเปิดประชาคมอาเซียน มีทั้งหมด 14 ประเด็น สำหรับแนวทางรับมือการเตรียมความพร้อมให้กับชุมชนด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 7 ประเด็น ส่วนปัญหาและอุปสรรคในการดำเนินงานให้กับชุมชนด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 10 ประเด็น สำหรับแนวทางแก้ไขปัญหาและอุปสรรคในการดำเนินงานให้กับชุมชนด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 5 ประเด็น เช่น ออกกฎระเบียบการใช้ประโยชน์จากที่ดินทำกิน และการอนุรักษ์และถ่ายทอดภูมิปัญญาท้องถิ่นให้แก่คนในชุมชน ความช่วยเหลือที่ต้องการและข้อเสนอแนะเพิ่มเติมต่อการเตรียมความพร้อมด้านสังคมและวัฒนธรรมของชุมชน มีทั้งหมด 4 ประเด็น ได้แก่ (1) เชิญวิทยากรเข้ามาให้ความรู้อาเซียน ความรู้ด้านภาษา และกระทบเชิงบวกเชิงลบ รวมถึงโอกาสในการพัฒนาชุมชนหลังเปิดประชาคมอาเซียนและจัดทำคู่มือเผยแพร่ในเรื่องของอาเซียน (2) แนะนำวิธีการเตรียมความพร้อมในการรับมือจากแรงงานต่างด้าว และปัญหาโรคติดต่อ (3) เข้ามาช่วยส่งเสริมและกระตุ้นการท่องเที่ยวในชุมชน และ (4) ประสานความร่วมมือกับผู้นำชุมชนและร่วมหาวิธีแก้ไขร่วมกับชุมชน เพื่อสร้างความเข้าใจกับประชาชนในท้องถิ่น การวิจัยเริ่มจากการประเมินสภาพแวดล้อมภายนอกและภายในขององค์กร โดยปัจจัยสภาพแวดล้อมภายในหน่วยงาน ประกอบด้วย จุดแข็งและจุดอ่อน ส่วนปัจจัยสภาพแวดล้อมภายนอกหน่วยงาน ประกอบด้วย โอกาสและอุปสรรค โดยรายละเอียดปัจจัยภายในด้านจุดแข็งที่ชุมชนพิจารณาเลือก คือ จัดทำแผนพัฒนาสังคมและวัฒนธรรมของชุมชนด้านอาเซียน และด้านจุดอ่อน คือ ขาดความร่วมมือจากประชาชนในชุมชน ส่วนปัจจัยภายนอกที่จะนำมากำหนดกลยุทธ์นั้น ด้านโอกาสชุมชนได้พิจารณาเลือก คือ อบรมให้ความรู้ในด้านวัฒนธรรม และด้านอุปสรรค คือ ขาดการอนุรักษ์และการสืบทอด จากกลยุทธ์ทั้ง 4 ประเภทข้างต้น ชุมชนได้จัดทำ “โครงการไทเขินในโลกดิจิทอล” เพื่อให้บุคลากรในหน่วยงาน/ชุมชนรับรู้และเข้าใจเตรียมความพร้อมในการเข้าสู่ประชาคมอาเซียน ปี พ.ศ. 2560 และเพื่อส่งเสริมการเรียนรู้ พัฒนาทักษะ (ด้านภาษา ด้านสื่อเทคโนโลยี และสื่อประชาสัมพันธ์) ที่จำเป็นสำหรับการปฏิบัติงานของข้าราชการ รวมทั้งเพื่อสร้างเครือข่ายกับประชาชนในการขับเคลื่อนการเป็นประชาคมอาเซียน โดยโครงการดังกล่าวได้ผ่านการจัดทำแผนงานและโครงการผ่านเทศบัญญัติขององค์กรชุมชน และได้รับงบประมาณสนับสนุนในการดำเนินงานในปีงบประมาณ 2560 ซึ่งโครงการวิจัยในระยะต่อไปจะได้ดำเนินการปฏิบัติการและติดตาม ประเมินผล เพื่อให้เกิดผลสมบูรณ์ของกลยุทธ์การเพิ่มขีดความสามารถของกลุ่มเกษตรกรในชุมชน ในกรอบประชาคมอาเซียน ซึ่งจะเป็นต้นแบบให้กับชุมชนอื่นต่อไป |
| Description: | This research aims to develop the potentiality of Chiang Mai community regarding social and culture towards sharing and adaptation under ASEAN community including propose guidelines to increase the potentialtiy of social and culture for Chiang Mai community. It is the qualitative research and supported by quantitative research from primary data of 2,064 communities in Chaing Mai. Participatory action research including positive and negative analysis were used in this study. Descriptive analysis such as mean, percentage and standard deviation as well as content analysis were also used to fulfill the quantitative data. The result of study was that there were 14 issues of making the readiness for social and culture in Chiang Mai communities when ASEAN community was opened. There were 5 guidelines to make the readiness in social and culture. There were 10 problems and obstacles for operating social and cultural work in communities. There were 9 guidelines to solve problems and obstacles in local administative organization such as conserve local culture and arrange activities to motivate people to participate in. There were 7 issues to make the readiness for social and cultural operations. There were 10 issues of social and cultural problems.. There were 5 guidelines to sovle social and cultural such as set the regualations for land use, to conserve and inherit local wisdom for communities. There were 4 issues to make the readiness of social and culture; 1) invite experts to give knowledge concerning ASEAN and make manuscript to publicize ASEAN ; 2) suggest how to make the readiness for alien workers and contagious diseases; 3) promote and motivate community tourism and 4) make the connection with community leaders and look for ways to solve problems of communites. Evaluate the internal and external environment were used to set strategies. The strenght of the organization was to make social and cultural developed plan of community concerning ASEAN. The weakness was that people lack of participation. The opportunity was that social knowledge should be trained for people in community and the obstacle was that people couldn’t conserve and inherit culutre. As a result, community had made the project namely “ Thai Khuen in the digital world” so that local administrative organization and people aware and understand how to make the readiness for ASEAN community in 2017 including promote learning , develop language skill, technology and public relations’ media which are necessary for operation and created the connection with people to work. This project was supported by local administrative organization in 2017.The next phase of study will follow up and evaluate the result of study to fulfill the strategy to increase the potentiality of community concerning social and culture under ASEAN community so that it can be the best practice for other communities. |
