Abstract: การวิจัยเรื่อง รูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุในชนบทภาคเหนือ โดยการมีส่วนร่วมขององค์กรท้องถิ่นครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาแนวทางในการพัฒนาคุณภาพชีวิตผู้สูงอายุที่สอดคล้องกับบริบทชนบทภาคเหนือ และเพื่อพัฒนารูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุโดยกระบวนการมีส่วนร่วมขององค์กรท้องถิ่น ประชากรประชากรที่ใช้ในการวิจัย ได้แก่ ประชากรผู้สูงอายุที่มีอายุตั้งแต่ 60 ปีขึ้นไป ที่อาศัยอยู่ในท้องถิ่น จำนวน 11 ตำบล 92 หมู่บ้าน ในอำเภอ แม่ริม ปี พ.ศ. 2559 – 2561 กลุ่มผู้ให้ข้อมูลในการวิจัย ประกอบด้วย 1) กลุ่มผู้ให้ข้อมูลในการตอบแบบสอบถาม ได้แก่ ตัวแทนผู้สูงอายุ จำนวน 11 ตำบล ๆ ละ 50 คน 2) กลุ่มผู้ให้ข้อมูลในการตอบแบบสัมภาษณ์ ได้แก่ ตัวแทนผู้สูงอายุ 5 ตำบล ๆ ละ 2 คน รวมทั้งหมด 10 คน 3) กลุ่มผู้ให้ข้อมูลในการเข้าร่วมกิจกรรมพัฒนาคุณภาพชีวิตผู้สูงอายุ ได้แก่ ตัวแทนผู้สูงอายุที่อาศัยอยู่ในเขตเทศบาลตำบลริมเหนือ จำนวน 5 หมู่บ้าน (หมู่ 1 – 5) จำนวน 70 คน และ กลุ่มผู้ให้ข้อมูลในการตอบแบบสอบถามความเป็นไปได้ของรูปแบบการพัฒนาผู้สูงอายุในท้องถิ่นตามแนวทางการจัดกิจกรรมการพัฒนาผู้สูงอายุที่เน้นการมีส่วนร่วมของทุกภาคส่วนในองค์กรท้องถิ่น ได้แก่ ตัวแทนขององค์กรต่าง ๆ ตัวแทนผู้สูงอายุ จำนวน 10 คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย แบบสอบถาม แบบสัมภาษณ์ แนวทางการจัดกิจกรรมการพัฒนาผู้สูงอายุที่เน้นการมีส่วนร่วมของทุกภาคส่วนในองค์กรท้องถิ่น และแบบสอบถามความคิดเห็นความเป็นไปได้ของรูปแบบการพัฒนาผู้สูงอายุในท้องถิ่นตามแนวทางการจัดกิจกรรมการพัฒนาผู้สูงอายุที่เน้นการมีส่วนร่วมของทุกภาคส่วนในองค์กรท้องถิ่น และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าสถิติพื้นฐาน ประกอบด้วยค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน สำหรับการวิเคราะห์ข้อมูลเชิงคุณภาพ ใช้วิธีการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า 1. แนวทางในการพัฒนาคุณภาพชีวิตผู้สูงอายุที่สอดคล้องกับบริบทชนบทภาคเหนือ มี 6 มิติ ดังนี้ 1.1 มิติด้านเศรษฐกิจ/รายได้ ควรจัดกิจกรรมส่งเสริมให้ผู้สูงอายุได้พัฒนาตนเองในด้าน ต่าง ๆ และให้ผู้สูงอายุได้พัฒนาทักษะในการทำงานของตนเองให้มีความเชี่ยวชาญมากขึ้น 1.2 มิติด้านความเป็นอยู่ ควรจัดกิจกรรมส่งเสริมให้บุคคลในชุมชน เช่น นักพัฒนา ชุมชน แพทย์ พยาบาล เจ้าหน้าที่สาธารณสุข มาให้ความรู้ให้กับผู้สูงอายุ และ ให้ผู้สูงอายุนำหลักปรัชญาของเศรษฐกิจพอเพียงมาใช้ในชีวิตประจำวัน 1.3 มิติด้านสุขภาวะ ควรจัดกิจกรรมส่งเสริมให้ผู้สูงอายุได้ออกกำลังกายให้เหมาะสมตามวัย ทำกิจกรรมสันทนาการร่วมกัน และให้ผู้สูงอายุได้นำหลักธรรมมาใช้ในการดำรงชีวิต 1.4 มิติด้านความอบอุน สัมพันธภาพในครอบครัว ควรจัดกิจกรรมให้ผู้สูงอายุได้ทำกิจกรรมร่วมกับครอบครัว ให้ผู้สูงอายุได้ไปท่องเที่ยวตามที่ต่าง ๆ ร่วมกับครอบครัว และให้ผู้สูงอายุได้แสดงความสามารถพิเศษร่วมกับบุคคลในครอบครัว 1.5 มิติด้านการมีสวนรวมกิจกรรมในสังคม ควรจัดกิจกรรมให้ผู้สูงอายุได้นำความสามารถพิเศษของตน มาเป็นวิทยากรให้กับนักเรียนในสถานศึกษาและคนในชุมชน 1.6 มิติด้านความมีคุณคา ควรจัดกิจกรรมเตรียมความให้ผู้สูงอายุมีความรู้ ความเข้าใจตนเองในด้านต่าง ๆ ได้แก่ การเปลี่ยนแปลงทางด้านร่างกาย ความไม่คงที่ของอารมณ์-จิตใจ การเปลี่ยนแปลงของสังคม และให้ผู้สูงอายุในชุมชนได้แสดงความสามารถพิเศษของตนเองต่อสาธารณชน 2. รูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุในชนบทภาคเหนือ โดยการมีส่วนร่วมขององค์กร ท้องถิ่น มีดังนี้ 2.1 หน่วยงานที่เกี่ยวข้องมีความเข้มแข็ง ได้แก่ ผู้บริหาร มีการกำหนดนโยบายที่ชัดเจน ในการดูแลสูงอายุในชุมชน ตลอดจนให้งบประมาณในการจัดตั้งโรงเรียนผู้สูงอายุ มีกิจกรรมที่ให้ผู้สูงอายุมารวมกลุ่มเพื่อทำกิจกรรมต่าง ๆ เดือนละ 1 ครั้ง และมีการมอบหมายให้บุคลากรที่รับผิดชอบ ดูแลผู้สูงอายุ ประสานงานกับผู้นำชุมชน เช่น ผู้ใหญ่บ้านหรือผู้แทน เพื่อนัดประชุม แจ้งข่าวสาร และนัดรวมกลุ่มทำกิจกรรม 2.2 การประสานความร่วมมือกับองค์กรต่าง ๆ เพื่อมาให้ความรู้ และทำกิจกรรมให้กับ ผู้สูงอายุ ตามศักยภาพขององค์กรนั้น ๆ 2.3 การคัดเลือกตัวแทนผู้สูงอายุที่มีความสามารถในด้านต่าง ๆ มาเป็นวิทยากรให้ความรู้ กับกลุ่มผู้สูงอายุด้วยกัน 2.4 จัดเวทีเพื่อเปิดโอกาสให้ผู้สูงอายุได้แสดงความสามารถและผลงาน ตามเทศกาลต่าง ๆ ของชุมชนและของจังหวัด
Description: The purposes of this research were ; to study guidelines for improving the quality of life of the elderly in accordance with the northern rural context and to develop a model for improving the quality of life of the elderly by the participatory process of local organizations. Population used in the study is the elderly population aged 60 years or older who live in the local area, 11 villages in 92 villages in Mae Rim. The research team consists of: 1) The respondents in the questionnaire were 50 elderly people representing 11 Tumbon 2) The respondents in the interview were 10 elderly people representing 5 Tumbon 3) The respondents in the join activity were 70 elderly people representatives of the elderly living in the Rimnuar municipality, 5 villages (Moo 1 - 5) and The respondents in the questionnaire surveyed the feasibility of the local elderly development model according to the guideline for organizing the elderly development activities, focusing on the participation of all sectors in the local organizations, namely representatives of various organizations, representatives 10 elderly people. The instruments used in this research were questionnaires , interview, Elderly Development activity guidelines and Question of possibility of format. The statistics used in data analysis were basic statistics contains average And standard deviation. For qualitative data analysis use content analysis methods. The research found that 1. Guidelines for improving the quality of life of the elderly in accordance with the rural context in the north have 6 Dimensions as follows 1.1 Economic Dimension / Revenue should organize activities to promote the development of the elderly in various areas and improved their skills to work more. 1.2 Dimensions of living should organize community-based activities such as community development, doctors, nurses, public health officials to educate the elderly and apply philosophy of sufficiency economy in everyday life. 1.3 Health dimension should organize activities to promote the elderly to exercise to suit the age, do joint recreation and dopted principles to live. 1.4 Dimension of cohesion Family should be organized activities with families, traveled to different places with their families and show their talents to the family. 1.5 Dimensions of participation in social activities should organize activities for the elderly to bring their talents and be a speaker for students in schools and people in the community. 1.6 Dimension of value should organize activities to prepare the elderly knowledge, self-understanding in various aspects including physical changes, unstable emotional, social change and express their special talents to the public. 2. The Model of the Development of the Quality of Life for the Elderly in the North Rural by Participatory of the Local Organization as follows 2.1 Relevant agencies have strengthened include management clear policy formulation In elderly care in the community, supported the budget for the establishment of the elderly school, there are activities that allow the elderly to come together for activities for once a month, has assigned to responsible personnel, elderly care coordinate with community leaders for example, the headman or representative to schedule meetings, news, and group meetings. 2.2 Collaboration with organizations to come to the knowledge and do activities for elderly according to the potential of the organization. 2.3 Selection of senior talented representatives in the field to provide knowledge to the elderly. 2.4 Organized the stage to allow the elderly to show their talents and achievements in the festival of the community and the province.
