Abstract: ในการศึกษาความเชื่อมโยงของมาตรฐาน GAP ต่อการดำเนินงานห่วงโซ่อุปทานของกระเทียมจังหวัดเชียงใหม่และแม่ฮ่องสอน มีวัตถุประสงค์ เพื่อวิเคราะห์สถานการณ์การผลิตและการตลาดของกระเทียมที่ผ่านมาตรฐาน GAP เพื่อวิเคราะห์ห่วงโซ่อุปทานและความเชื่อมโยงของผลจากการปฏิบัติของ GAP เพื่อวิเคราะห์ปัจจัยที่มีผลต่อการดำเนินงานของห่วงโซ่อุปทานของกระเทียมที่ผ่านมาตรฐาน GAP และเพื่อเสนอแนวทางการพัฒนาศักยภาพความสามารถในการแข่งขันกระเทียมให้เกิดการพัฒนาที่ยั่งยืนในระยะยาว การศึกษามีการเลือกกลุ่มตัวอย่าง 2 กลุ่มได้แก่ กลุ่มเกษตรกรจากจังหวัดเชียงใหม่ 50 ราย และจังหวัดแม่ฮ่องสอน 50 ราย และกลุ่มผู้ที่เกี่ยวข้องในห่วงโซ่อุปทาน ผลการวิเคราะห์สถานการณ์การผลิตและการตลาดของกระเทียมในจังหวัดเชียงใหม่และจังหวัดแม่ฮ่องสอนที่ผ่านมาตรฐาน GAP พบว่าในปี พ.ศ. 2561 จังหวัดเชียงใหม่มีจำนวนเกษตรกรที่ได้รับการรับรอง GAP รวมทั้งสิ้น 582 คน มีพื้นที่ปลูกจำนวน 3,915.25 ไร่ ในขณะที่จังหวัดแม่ฮ่องสอนมีเกษตรกรที่ได้รับการรับรอง GAP จำนวน 152 คน โดยมีพื้นที่จำนวน 492.55 ไร่ และยังพบว่าตลาดกระเทียมที่ผ่านมาตรฐาน GAP ในประเทศไทยยังคงเป็นที่ต้องการของทั้งผู้บริโภค และผู้แปรรูป โดยแหล่งรับซื้อมีทั้งการรับซื้อโดยตรงจากพ่อค้าคนกลางและขนส่งไปยังผู้แปรรูปหรือตลาดเฉพาะที่ให้ความสำคัญกับอาหารปลอดภัย การวิเคราะห์ห่วงโซ่อุปทานและความเชื่อมโยงของ GAP พบว่ามีความเชื่อมโยงจากต้นน้ำไปยังกลางน้ำแต่ยังขาดปลายน้ำ (ผู้บริโภคมีการรับรู้ในระดับต่ำ) ทำให้ราคากับคุณภาพของสินค้าขัดแย้งกัน ราคา GAP กับไม่ GAP ไม่มีความแตกต่างกัน และยังพบว่าเกษตรกรมีการปฏิบัติในระดับต่ำในด้าน 1) การจัดการรายการปัจจัยการผลิต 2) การจัดการอุปกรณ์ วัสดุที่สัมผัสกับผลิตผลโดยตรง 3) การเลือกใช้ภาชนะที่ใช้ในการบรรจุขั้นต้น 4) การจัดวางผลิตผลในบริเวณที่พักผลิตผลที่เก็บเกี่ยว 5) การจัดการผู้ที่สัมผัสกับผลิตผลโดยตรง 6) การจัดการบุคคลที่เจ็บป่วยและอาจนำโรคสู่ผลิตผล 7) การบันทึกข้อมูลเกี่ยวกับประวัติการฝึกอบรม นอกจากนี้การวิเคราะห์ปัจจัยที่มีผลต่อการดำเนินงานของห่วงโซ่อุปทานพบว่า ปัจจัยจุดแข็ง ได้แก่ การจัดหาปัจจัยการผลิต และการรวมกลุ่มหรือคลัสเตอร์ ปัจจัยที่เป็นจุดอ่อน ได้แก่ ต้นทุนโลจิสติกส์ การวิจัยและพัฒนา การเพิ่มมูลค่าในผลิตภัณฑ์ และการพัฒนาบรรจุภัณฑ์ สำหรับปัจจัยที่สร้างโอกาส ได้แก่ การควบคุมคุณภาพ นโยบายของรัฐบาล และกระแสอาหารปลอดภัย และปัจจัยที่เป็นอุปสรรค ได้แก่ การสร้างการรับรู้ของผู้บริโภค การเข้าถึงเทคโนโลยีสารสนเทศ และการแข่งขันจากต่างประเทศ ผลจากการประชุมกลุ่มย่อยเพื่อหาแนวทางสำหรับการพัฒนาศักยภาพ พบว่า ในระดับต้นน้ำ ควรกำหนดพื้นที่การผลิตให้เหมาะสม ส่งเสริมให้มีการใช้เทคโนโลยี การวิจัยและพัฒนาในด้านคุณภาพของผลิตภัณฑ์ และจัดตั้งกลุ่มเกษตรกรหรือสหกรณ์ ในระดับกลางน้ำ ควรส่งเสริมให้เกิดการพัฒนาผลิตภัณฑ์ใหม่และพัฒนาบรรจุภัณฑ์ และส่งเสริมให้มีการประสานงานกันในลักษณะของคลัสเตอร์ ในส่วนปลายน้ำ ควรประชาสัมพันธ์ให้ผู้บริโภครับรู้มากขึ้น และการจัดทำระบบการผลิตและซื้อขายแบบอัจฉริยะที่เชื่อมโยงกันทั้งระบบ
Description: Abstract The research of the relationship for the supply chain operation of garlic in Chiang Mai and Mae Hong Son Province aims to examine the production and marketing situations of the garlic that meets the GAP standard, to analyze the supply chain and relationship of GAP practices, to investigate the factors influencing the supply chain operation of the garlic that meets GAP standard, and to propose the suggestion to develop the potential in the sustainable competition. This research contains 2 groups of samples which consists 1) group of 50 farmers in Chiang Mai province plus 50 farmers in Mae Hong Son province and 2) group of relevant people who involves in the supply chain. The results of examining the production and marketing situations of the garlic in Chiang Mai province and Mae Hong Son province that meets GAP standard found that in 2018 there are 582 farmers in Chiang Mai that have been approved for GAP standard with 3,915.25 Rai cultivated area. Moreover, there are 152 farmers in Mae Hong Son that have been approved for GAP with 492.55 Rai cultivated area. Furthermore, there still are the demand of both consumers and processors for the garlic market in Thailand that meets GAP standard. There are direct buying sources from the middleman and transporters to the processors or niche market which specifically focuses on food safety. The analysis of the supply chain and relationship of GAP found that there are linkages from upstream to midstream, however, there is a lack in downstream (lack of consumers’ knowledge), which lead to conflict between the price and quality of products. The price of GAP and non-GAP products are indifferent. In addition, the results also showed that the farmers have low level of practice in 1) the management of production inputs 2) the management of instruments and materials that have direct contact with the products 3) the choice of containers in primary packaging 4) the arrangement of products in cultivated area 5) the management of the persons that have direct contact with the products 6) the organization of sick person that could infect the productห 7) the recording of training history. Additionally, the investigation of the factors influencing the supply chain operation of the garlic has shown that strength factors consist of input supply and cluster, while weak factors contain Logistics cost, research development, value-adding in the products, and packaging. In terms of the factors that contribute to the opportunity, there are quality control, government policy, and food safety trend. For the factors that could be the obstacle, there are awareness of the consumers, the access to information technology, and the competition from abroad. The outcome of group meeting for proposing the suggestion to develop the potential in the sustainable competition reveals that, in the upstream stage, the cultivated area should be appropriately defined with the support of information technology usage and research development of the products while organizing the cooperative among the farmers. Moreover, for the midstream stage, there should be the support for new product development and packaging while boosting the cooperation in cluster form. Further, in the downstream stage, the public relation should expand the awareness while operating production and trade that linked throughout the intelligent system as a whole.
