Abstract: ารวิจัยเรื่อง “การพัฒนาศักยภาพการบริหารจัดการการทองเที่ยวที่เชื่อมโยงกับองคกร ทองถิ่นในชุมชน จังหวัดเชียงใหม” มีวัตถุประสงคเพื่อศึกษาแนวทางการพัฒนาศักยภาพการ บริหารจัดการการทองเที่ยวที่เชื่อมโยงกับองคกรทองถิ่นในชุมชนของทองถิ่น จังหวัดเชียงใหม การวิจัยเรื่องนี้เปนการวิจัยเชิงคุณภาพและสนับสนุนดวยการวิเคราะหเชิงปริมาณ ขอมูลปฐมภูมิ รวบรวมจากกลุมทองเที่ยวชุมชน จํานวน 3 ชุมชน ที่สมัครใจในการรวมเวทีเสวนาปฏิบัติการ อาศัยกระบวนการ SWOT และการ Focus group เพื่อใหทราบบริบทและศักยภาพของการดําเนิน ธุ รกิจทองเที่ยวโดยชุมชนและนําไปสูการเก็บขอมูลเชิงปริมาณที่ไดจากแบบประเมินตนทุนและ ผลตอบแทนการทองเที่ยวที่เชื่อมโยงกับองคกรทองถิ่นในชุมชน จากนั้นนํามาวิเคราะหโดยใช สถิติอยางงาย คือ คาเฉลี่ยและคารอยละ ซึ่งจะแสดงใหถึงผลการประกอบการธุรกิจการทองเที่ยวที่ เชื่อมโยงกับองคกรทองถิ่นในชุมชน ผลการวิจัยพบวา องคกรทองถิ่นที่มีบทบาทสําคัญในการเชื่อมโยงกับการทองเที่ยวโดย ชุ มชนคือ องคกรปกครองสวนทองถิ่นซึ่งมีบทบาทที่สําคัญ 5 ดาน ไดแก 1) การรวมเปนภาคี เครือขายกับชุมชนในการดําเนินการทองเที่ยว 2) การใหคําแนะนําและปรึกษา 3) การจัดสรร งบประมาณ 4) การประสานงานกับหนวยงานภายนอก และ 5) การเปนศูนยกลางขอมูลการ ทองเที่ยวชุมชน แสดงใหเห็นถึงศักยภาพของการบริหารจัดการการทองเที่ยวที่เชื่อมโยงระหวาง ชุ มชนและองคกรชุมชนไดเปนอยางดี พิจารณาไดจากผลตอบแทนของโครงการที่สามารถทํากาํ ไร สุ ทธิไดมากถึงปละ 690,574.83 บาท แสดงใหเห็นถึงบทบาทของการมีสวนรวมระหวางชุมชน และองคกรชุมชนตอการเพิ่มศักยภาพการพัฒนาการบริหารจัดการการทองเที่ยวโดยชุมชน ซึ่ง แนวทางดังกลาวสามารถเพิ่มมูลคาใหกับโครงการไดสูงถึงรอยละ 112.11 เมื่อเทียบกับมูลคา โครงการทองเที่ยวโดยชุมชนในภาพรวม แนวทางของการมีสวนรวมดังกลาวจึงเปนวิธีการเพิ่ม ศักยภาพการบริหารจัดการการทองเที่ยวไดอยางยั่งยืน
Description: This research aims to study guidelines to develop the potentiality to manage the tourism connecting to the local organizations in Chiang Mai. It is the qualitative research and support by the quantitative analysis. Primary data gathered from 3 tourism communities who were willing to join in this project. SWOT analysis and focus group used to study the context and the potentiality of the operation of tourism business. Quantitative data was from the evaluation of the benefit cost of tourism connecting to local organization in communities. Descriptive statistic such as mean and percentage used to analysis and showed the turnover of tourism business which connect to local organizations in communities. The finding showed that local administrative organizations have important role to connect the tourism of communities. Their important roles are classified into 5 levels; 1) participate to be the network with communities for business operation; 2) advice and counseling; 3) allocating the budget; 4) have the cooperation with others outside communities and 5) be the information center for tourism communities. The good potentiality to manage the tourism connect to local organization can make the profit for communities up to 690,574.83 baht/year. It illustrated the role of the participation between communities and local organization which can enhance the value added of tourism up to 112.11% compared to the value of tourism of local communities as a whole.
