Abstract: การวิจัยเรื่อง “การพัฒนาศักยภาพบุคคลในชุมชนเพื่อการจัดการด้านการท่องเที่ยวอย่างยั่งยืนของท้องถิ่น จังหวัดเชียงใหม่” มีวัตถุประสงค์เพื่อศึกษาแนวทางการพัฒนาศักยภาพบุคคลในชุมชนในการจัดการด้านการท่องเที่ยวอย่างยั่งยืนของท้องถิ่น จังหวัดเชียงใหม่ การวิจัยเรื่องนี้เป็นการวิจัยเชิงคุณภาพและสนับสนุนด้วยการวิเคราะห์เชิงปริมาณ ข้อมูลปฐมภูมิรวบรวมจากกลุ่มท่องเที่ยวชุมชน จำนวน 11 ชุมชน ที่สมัครใจในการร่วมเวทีเสวนาปฏิบัติการ อาศัยกระบวนการ SWOT และการ Focus group เพื่อให้ทราบศักยภาพของการดำเนินธุรกิจท่องเที่ยวโดยชุมชนและนำไปสู่แนวทางการเพิ่มและพัฒนาศักยภาพบุคคลในชุมชนต่อการจัดการด้านการท่องเที่ยวอย่างยั่งยืนของท้องถิ่น จังหวัดเชียงใหม่ ผลการวิจัยพบว่า ศักยภาพของบุคคลในชุมชนต่อการจัดการการท่องเที่ยวในชุมชนมี 3 ระดับ คือ ศักยภาพในระดับเบื้องต้น ระดับกลาง และระดับสูง ทำให้เกิดแนวทางการพัฒนาศักยภาพบุคคลในชุมชนเพื่อการท่องเที่ยวได้ 3 ระดับวิธี โดยระดับแรกเป็นการพัฒนาศักยภาพบุคคลระดับเบื้องต้น โดยการให้ความรู้ด้านการท่องเที่ยวเป็นสำคัญ โดยเฉพาะความรู้ด้านการบริหารจัดการองค์กร การให้บริการท่องเที่ยว การบริหารด้านการตลาด การเงินและบัญชี สำหรับวิธีระดับที่สองเป็นการพัฒนาศักยภาพบุคคลในระดับกลาง เน้นการพัฒนาภาวะผู้นำในองค์กรให้เกิดการขับเคลื่อนการดำเนินงานด้านธุรกิจ และวิธีระดับที่สามเป็นการให้วิธีการวางแผนธุรกิจด้านการท่องเที่ยวแก่ชุมชน ให้บุคลากรในองค์กรเข้าใจถึงการประยุกต์ใช้แผนธุรกิจโดยเฉพาะการจัดการต้นทุนและผลตอบแทนของการทำธุรกิจท่องเที่ยวให้มีกำไรได้ด้วยทรัพยากรของชุมชนเอง จึงจะทำให้เกิดการพัฒนาศักยภาพบุคคลในชุมชน ซึ่งเป็นแนวทางการพัฒนาที่เหมาะสมกับบริบทของชุมชนนั้น ๆ และหากมีการบูรณาการร่วมกับนักวิชาการทั้งภาครัฐและเอกชนอย่างต่อเนื่องแล้วก็จะเกิดการพัฒนาศักยภาพได้อย่างยั่งยืน
Description: This research aims to study guidelines to develop the potentiality of local people to manage tourism in local communities of Chiang Mai. It is the qualitative research and supported by quantitative analysis. Primary data was collected from 11 groups of tourism communities who were willing to join in this project. SWOT analysis and focus group were used to study the potentiality to operate tourism of local communities leading to ways to enhance and develop the potentiality of local people to manage tourism in their local communities. The finding showed that there were 3 levels of people’s potentiality for tourism management; preliminary, intermediate and upper levels. There are 3 ways to develop the potentiality of local people to manage tourism. The first level is to develop the potentiality of people who have the preliminary level emphasis in organizational management, tourism service, marketing management, finance and accounting. The second level is to develop people who have intermediate potentiality emphasis in leadership for running on their business and the third level concerns in business plan for tourism so that local people can understand how to apply business plan to manage the benefit cost of tourism based on their own resources and make profit for them. This will create the development of people’s potentiality. Also, if there is the integration between private and government sectors to work together continuously concerning this matter, it will make the sustainable development for communities.
