Abstract: การพัฒนาหลักสูตรท้องถิ่นแบบมีส่วนร่วมของชุมชน ในระดับโรงเรียน อำเภอเวียงแหง จังหวัดเชียงใหม่ เป็นการวิจัยเชิงประยุกต์ (applied research) แบบมีส่วนร่วมของชุมชนระหว่างผู้วิจัย คณะครู ครูภูมิปัญญา นักเรียนและชุมชน โดยมีวัตถุประสงค์เพื่อจัดทำหลักสูตรท้องถิ่น ในระดับสถานศึกษา เพื่อส่งเสริมกระบวนการมีส่วนร่วมของชุมชนในการจัดการศึกษา เพื่อใช้กระบวนการจัดทำหลักสูตรท้องถิ่นส่งเสริมการท่องเที่ยวของชุมชนและเพื่อการอนุรักษ์และเผยแพร่ภูมิปัญญาท้องถิ่น ประชากรที่ใช้ในการวิจัยเป็นการเลือกแบบเจาะจง โดยศึกษาจากโรงเรียนบ้านเปียงหลวง อำเภอเวียงแหง ระหว่างภาคเรียนที่ 2 ปีการศึกษา 2548 และ ภาคเรียนที่ 1 ปีการศึกษา 2549 ขอบเขตของเนื้อหาจัดทำเป็นแผนการเรียนรู้ที่สอดแทรกอยู่ในกลุ่มสาระการเรียนรู้และจัดทำสื่อ การเรียนการสอนขึ้นมาใหม่ ผลการวิจัยมีดังนี้ การจัดทำหลักสูตรท้องถิ่นในระดับสถานศึกษา ทำให้ได้รูปแบบในการจัดทำหลักสูตรท้องถิ่นแบบมีส่วนร่วมของชุมชนตามขั้นตอน ได้แก่ การศึกษาบริบทของชุมชน จัดตั้งทีมวิจัยระดับพื้นที่และวางแผนการทำงาน การเปิดเวทีชาวบ้าน วางแผนการจัดการเรียนรู้ร่วมกัน การพัฒนาบุคลากรในโรงเรียน ดำเนินการจัดกิจกรรมการเรียนการสอนตามแผนการเรียนรู้ การจัดทำสื่อประกอบการสอน ทดลองใช้สื่อการเรียนการสอนที่สร้างขึ้น การวิพากษ์โดยผู้เชี่ยวชาญและผู้เกี่ยวข้อง ปรับปรุงและเผยแพร่หลักสูตรท้องถิ่น ผลของการดำเนินกิจกรรมทำให้ได้แผนการจัดการเรียนรู้ จำนวน 3 แผน คือแผนการเรียนรู้เพื่อเตรียมความพร้อมในระดับอนุบาล เรื่อง การเล่นหมากนิม (สะบ้า) แผนการเรียนรู้สาระสังคมศึกษา ศาสนาและวัฒนธรรม ระดับช่วงชั้นที่ 1 (ป.1-ป.3) เรื่องประวัติวัดฟ้าเวียงอินทร์ และแผนการเรียนรู้สาระศิลปะ เรื่อง ศิลปะการแสดงของชุมชนบ้านเปียงหลวง ช่วงชั้นที่ 2-3 (ป.4-ม.3) ประกอบด้วย การรำนก รำโต (ไทยใหญ่) การรำพัด (จีน) การเต้นจะคึ (ลีซอ) ได้สื่อประกอบ การสอนประเภทหนังสือสำหรับเด็กและหนังสืออิเล็กทรอนิกส์ในลักษณะมัลติมีเดีย (E–Book Multimedia)จำนวน 3 เรื่อง ได้แก่ เรามาเล่นหมากนิมกันเถอะ ก๋องคำนำเที่ยววัดฟ้าเวียงอินทร์ และวัฒนธรรมสามเผ่าของชาวเปียงหลวง การส่งเสริมการมีส่วนร่วมของชุมชนในการจัดการศึกษาประกอบด้วยบุคคลที่เกี่ยวข้องได้แก่ นักวิจัยและผู้เชี่ยวชาญภายนอกที่มีบทบาทในการวางแผน ส่งเสริมและสนับสนุนการวิจัยตั้งแต่ต้นทางจนถึงปลายทาง ผู้บริหารมีบทบาทในการเป็นผู้นำในการพัฒนาหลักสูตรและอำนวย ความสะดวกในทุกขั้นตอนของการวิจัย คณะครูมีบทบาทในการดำเนินกิจกรรมการวิจัยและบันทึกองค์ความรู้เป็นหมวดหมู่เพื่อจัดทำสื่อประกอบการสอน นักเรียนมีบทบาทในการปฏิบัติตามแผนการจัดการเรียนรู้ของครูและครูภูมิปัญญาโดยเน้นการปฏิบัติจริงและใช้แหล่งวิทยาการ ในท้องถิ่น ครูภูมิปัญญามีบทบาทในการถ่ายทอดภูมิปัญญาให้กับนักเรียน ชุมชนมีส่วนร่วม โดยการแสดงความคิดเห็นผ่านเวทีชาวบ้านและเสนอรายชื่อครูภูมิปัญญา การวิพากษ์หลักสูตร รวมทั้งร่วมทำกิจกรรมของชุมชน หน่วยงานที่เกี่ยวข้อง ได้แก่ สำนักงานเขตพื้นที่การศึกษา ได้ให้คำแนะนำในการวิเคราะห์หลักสูตร การจัดทำแผนการเรียนรู้ การติดตามประเมินผล การใช้กระบวนการจัดทำหลักสูตรท้องถิ่นส่งเสริมการท่องเที่ยวของชุมชน ผลของการจัดกิจกรรมหลักสูตรท้องถิ่น ทำให้ได้สื่อการเรียนรู้ที่เผยแพร่แก่หน่วยงานที่เกี่ยวข้องและบุคคลทั่วไป นอกจากนี้การแสดงศิลปะพื้นบ้านได้ถูกนำไปเผยแพร่ จนเป็นส่วนหนึ่งของการส่งเสริม การท่องเที่ยวของชุมชน ทำให้อำเภอเวียงแหงเป็นที่รู้จักอย่างกว้างขวาง การอนุรักษ์และเผยแพร่ภูมิปัญญาท้องถิ่นเริ่มจากการสืบค้นภูมิปัญญาและแหล่งวิทยาการในท้องถิ่นจากการจัดเวทีชาวบ้าน จากนั้นนำไปสู่กระบวนการอนุรักษ์โดยนำไปจัดการเรียนการสอนในโรงเรียนจากครูภูมิปัญญาเพื่อสืบทอดไว้ไม่ให้สูญหาย แล้วจัดทำเอกสารสื่อหนังสือสำหรับเด็ก หนังสืออิเล็กทรอนิกส์ในลักษณะสื่อประสม (E–Book Multimedia) เผยแพร่แก่หน่วยงานที่เกี่ยวข้อง รวมทั้งการนำเสนอผลงานในการประชุมสัมมนาต่าง ๆ กระบวนการพัฒนาหลักสูตรท้องถิ่นได้สร้างจิตสำนึกใหม่ของชุมชนและโรงเรียน ในการทำงานร่วมกันโดยผ่านกระบวนการพัฒนาหลักสูตรท้องถิ่น เกิดการเปลี่ยนทัศนคติที่ดี ต่อกัน นักเรียนได้ศึกษาและเรียนรู้วัฒนธรรมของแต่ละชนเผ่า ทำให้เกิดความเข้าใจและสามารถอยู่ร่วมกันภายใต้บริบททางวัฒนธรรมที่มีความแตกต่างอย่างสันติ ส่งผลให้เกิดความรักและผูกพันกับท้องถิ่น เป็นการพลิกฟื้นสิ่งที่กำลังจะสูญหายให้กลับมาอย่างเป็นระบบ ครูภูมิปัญญาได้รับ การยกย่องสมกับศักดิ์ศรีแห่งความเป็นมนุษย์ตามรัฐธรรมนูญ เกิดระบบการคลังของท้องถิ่นเป็นการสะสมทุนทางสังคมอันจะนำไปสู่การแก้ไขปัญหาร่วมกันและเสริมสร้างความเข้มแข็งให้กับชุมชนส่งผลให้เกิดการพัฒนาชุมชนในระดับรากหญ้าอย่างยั่งยืน
Description: This applied research involved the participation of the researchers, teachers, folk teachers, students and the community. The objectives of this study were to create a local curriculum at the school level, to promote the participation-based process of the community in educational management, to use the curriculum for the promotion of community tourism, and to preserve as well as disseminate folk wisdom. The population was specifically selected at Ban Piang Luang School, Wiang Haeng District, from the second semester 2005 to the first semester 2006. The scope of content included lesson plans underlying in the learning essence groups and newly created instructional media. The research findings are as follows. Regarding the curriculum development, steps of the community participation-based curriculum were carried out, which included investigating community context, forming a local research team and planning the operation, staging folk forums, planning a collective learning management, developing school personnel, carrying out learning activities, creating instructional media, trying out the media, getting comments from specialists and concerned individuals, and improving as well as disseminating the curriculum. After carrying out the activities, three learning management plans were yielded. The first one was a readiness preparation plan at a kindergarten level, entitled How to Play Mak Nim (Sa Ba). The second one was a culture, religion and social science plan for the first level (grades 1-3), entitled The History of Wat Fa Wiang In Temple. The last one was a local performing art plan for the second and third levels (grades 4-9), which included the King Ka La Bird Dance and the Lion Dance (for Shan students), the Fan Dance (for Chinese students), and Ja Khue Dance (for Lisu students). In addition, three paper books and e-book multimedia for children were also produced, entitled How to Play Mak Nim, Kong Kham introducing Wat Fa Wiang In Temple, and the Three Cultures of Piang Luang Residents. With regard to community participation in education management, concerned individuals included the researchers and external specialists for planning, promoting and supporting the research from the beginning; the school administrators for leading the development of the curriculum and facilitating the research project; the teachers for carrying out research activities and recording and classifying the results; the students for actually implementing the plans; the folk teachers for transmitting folk wisdom to the students; community members for expressing their opinions at the forums, nominating folk teachers, commenting the curriculum as well as conducting community activities; and the Regional Education Office for providing suggestions on curriculum analysis, instructional plans and evaluation. In terms of promoting community tourism, the instructional media were distributed to concerned agencies and the general public. Furthermore, the folk performances played a crucial part in promoting the community tourism and publicizing the district to the outside world. The curriculum development activities helped to preserve and distribute folk wisdom. Wisdom sources and local trainers were sought after through the forums, leading to the integration of the wisdom into classroom activities, thus preventing the loss of local cultural heritage. In addition, children books and e-book multimedia were distributed to related agencies as well as presented at academic seminars. The curriculum development process also raised new awareness of the community and school on collective work through the process, bringing about positive attitude toward each other. Students were able to study and learn of the cultures of each ethnic group, promoting mutual understanding and peaceful co-existence in their multi-cultural and multi-ethnic social contexts, leading to sowing the seed of love and bond with their community. Moreover, folk teachers were constitutionally and prestigiously recognized, systematically reviving what was about to be lost, creating a local social capital banking system, which would ultimately lead to collective problem solving, community empowerment and sustainable community development at the grass roots level.
